I've seen this fan theory floating around on Reddit a few times that the sole reason why Buffy Vs. Dracula exists in the show's universe is to create a distraction for the Scoobies and Joyce so they can create Dawn who just happened to appear out of nowhere at the end of this exact episode right after Dracula drank from Buffy's neck.
Was "Buffy vs Dracula" a distraction for the Scoobies and Joyce so they can create Dawn?

Several characters in the Buffyverse have a pre-existing relationship with Dracula so I don't see how that could be the case. Nothing we see on screen indicates those monks have any influence on Dracula's behavior.
the Monks could have created those fake memories for Anya and Spike neither of these characters share a scene with Dracula

This is awesome. And helps wave away some comic scenes, like "I don't remember that there before" (where Drac was at). It's not like the ep was important to the lore or the story, and removes some questions it raises (but never answers).
From now on, in my head canon, Dracula does not even exist. (Of course I'm ignoring the Dark Horse comics, but even if I accepted those, I already consider them undeniably part of another universe rather than the one on TV, but my reasons are for another thread.)

I know that Whedon basically said himself that Dawn was literally created the moment Buffy went back home at the end of the episode but Dawn appearing after Dracula drank Buffy's blood makes more sense to me

Why does there need to be a distraction in the first place? Dawn was created off-screen without the knowledge of any of the other characters anyway.
The episode seems fairly straightforward. I don't think there's anything beneath the surface of what they showed on screen.

Maybe Dracula was an unintended side-effect of the spell. That spell, as we've discussed, was very powerful and more than a little rushed at the end, so perhaps something went wrong.

I mostly agree with this. But.....
The whole "the monks made Dawn out of me" & "Summers blood" has no explanation. So how did the monks get part of Buffy to make Dawn out of? This provides an explanation of sorts.

They wanted to make Buffy a sister so they used magic to create a sister based on Buffy as a template. It's really not that complicated.
