He didn't literally said "hello", he apeared in Xander's dream.
If he would have actually said "hello" to someone it means it's the end of the world. Again.

Oh, yeah, that's right, now I remember. I usually don't pay that much attention when I'm watching Restless since the episode bores me 😀

He's not a fav of mine, but he was definitely a great character. I think some of his best moments were in Band Candy. 😛
