If Riley had staked Spike it would have been a different show from there on. But I don't think the show runners would have considered it because of the two actors, James Marsters was always the popular one and the one who the audience wanted to watch.
There were plenty of times early on when it would have been justifiable. When he was a clear villain, there's no reason to keep him on.
Anytime in season 4 and it would have been accepted by the audience and Buffy would probably have been annoyed with Riley, but unlikely she would have lost sleep over it.
Once he stopped actively betraying them (from season 5 on, it starts to be something for which Riley would have faced consequences, at minimum from Dawn and even Joyce, who liked Spike.
After Intervention, there would have been audience out for blood if they'd killed Spike -given their lack of love for Riley, he's have been out in a shot. In canon even Buffy would have had difficulty with that after Intervention. Before that, his usefulness to the cause was equivocal. After that, I think is when he was actually part of the team. and part of the family. Once he sacrificed himself to protect Dawn, the audience would have revolted and so I think would have Buffy had she known.
I think this is Riley's return in season 6 was so cringey. His rationale for blaming Spike as doc always read wrong, even with the eggs. Riley's whole demeanor for that episode was so weird and he lied to Buffy by omission about being married. There are a lot of fans who think those eggs were planted. Anyway, later on, Riley really was so unpopular, even non Spike fans probably liked Spike better than Riley.
