Which character would you have liked to see developed more?

Tara, she didn't really develop that much, until season 6 it seems, where she became Dawn's caretaker and near the end Buffy's confidante. Wish she had interacted with others more.

Dawn, maybe a bigger rebel, than just stealing or just more development during season 6.
