I just spent way too long looking for a gif of Harley Quinn from Arkham City where she says "Who wouldn't?" It proved too difficult to find. But it would have been cute and funny. You can trust me. 😛

Faith Lehane: one of the best character arcs of the show, also was used sparely and correctly. Her appearances developed her and the characters relationships around her. Sanctuary is a prime example; character growth for Angel and Wesley in that particular episode.
Ethan Rayne: great baddie, should've been used more
Willy The Snitch: gave the town of Sunnydale some verisimilitude in the early seasons that was sorely lacking in the latter ones.
The Burkles: loving, wholesome parents in a world with mostly bad ones.

Angel nor Wesley not bothering to inform the Burkles of their Daughters death when she even asked it was awful

I voted for Faith & Anne.
There has rarely been as comfortable a fit between an actor and a role as with Eliza Dushku and Faith, whilst Chantarelle/Anne was a genuinely sweet person who had the strength of character to turn outward from her own loneliness and dependency: despite a relative lack of episodes, her character's blossoming is one of the more underrated in the Whedonverse. Her final scene with Gunn really reinforces the point of Atvs, and is the kind of personality I like as a protagonist in my own material.

Picking 6 was so hard! I wanted more!
Who is Lydia?
I picked: Drusilla, Ethan, Faith, Darla, Lilah, and Anne.
Honorable mention to Clem!

Lydia was a member of the Watcher's Council who came to Sunnydale with Quentin Travers to "test" Buffy, Giles, and the Scooby Gang to determine whether or not to share information and resources with them in regard to the issue of Glory in season five ("Checkpoint," I believe is the episode.) She had glasses and brunette hair. As I recall, she was the one who did her dissertation on Spike. If I'm wrong, someone could correct me.

Lydia wrote her tjesis on Spike. She was a watcher. She appeared in Checkpoint and the episode where the council blew up.
Edit: xanderesequeman got it! I thought she was dirty blonde but otherwise...

It's possible I'm misremembering her hair color. Give me a second...
Okay, give me ten minutes. There are basically no pictures of Lydia on the internet, at least not from a quick search. I had to go the IMDB episode listing for "Checkpoint" to find one, so here it is.

You will have to decide on the hair from this picture but this is Lydia of the Spike thesis.
She was in Checkpoint in season 5 & in the season 7 episode Never Leave Me
The actress Cynthia LaMontagne is blonde https://www.imdb.com/name/nm0483701/
She was another of those actors who was also in Criminal Minds (nearly 30 by my count)

Yeah, it's hard to tell. It looks darker, but there's a lot of shadow and light stuff going on. The actress is blonde, as you say, but that doesn't really mean anything. It looks to me, best guess based on that image (also the only one I've found without actually going back to the episode myself), that her hair is brunette, but possibly a lighter shade of brown made to look darker by the lighting. I've done my best. I leave it to the crowd to decide. 🙂
