Why not ensoul all vampires?

I think it would be an immeasurably cruel thing to do to rip souls from their resting place and stuff them back into their former bodies where they now remember killing and maiming, probably for centuries.

A vampire is nothing but demon + memories of the host bodies' life. Let the soul rest and just kill the bloody demon.

I completely agree with the sentiment, and the mostly Giles-based canon holds to that. Nevertheless, from what we've seen, the human soul doesn't "pass on" until their vampire-infested body dies too.

Buffy was dead for a few months, yet vaguely remembers "heaven." Liam & William were dead for ages, yet never mention any memory of an afterlife...

Well I'm still not 100% on what the soul is (the soul being the spirit completely contradicts how Angel talks about himself in relation to the crimes of Angelus) but it would seem that when a person is turned into a vampire their soul goes to the "Ether". This was mentioned both in the Passion and Orpheus.

I also wonder how Buffy, herself can "stake on sight" when she's been so close to souled vampires.

There's no mystical guidebook. No all-knowing council. Human rules don't apply. There's only me. I am the law. Basically, Buffy does not follow a moral code, she just does what she wants to. She has no ethical issues when it comes to this issue because it's not an ethical issue for her.

Buffy's kind of like a butcher with a pet pig at home. She slaughters pigs all day and then cuddles with her pet pig at night. No, I mean, real pet pig, not like Mr. Gordo.

Just based on those very apt references, and everything else, the implication is the "soul" goes to this ether, but it is not until a being in its entirety is dead that they go to their consciousness makes it to their final destination.

Yeah, why not? Force a soul into a vampire, would it do Buffy out of work? No, because it is still a vampire. It just makes her job of vampire slayer a lot easier.
Where would you get the persons soul from if the person was a vampire, the gypsy's did so it can be done.
As for memories, the vampire has some, according to what Angel said in Doppelgangland. And I dare say there enough dead do gooders who wouldn't mind dying again if it meant killing a vampire.

And on the bright side, Buffy gets a go on the cross bow. Giles'd be chuffed.

Can't you imagine the fun Buffy and Dawn would have had in the episode Lessons S7? Instead of Dawn learning how to stick Mr. Pointy in a vampire they could have sat on a grave and taken turns with the cross bow.
