Hmm, for such a big Buffy fan you missed a key plot hole here.
If two slayers caused a huge disruption, then wouldn't two hundred cause a major disruption.
It is pretty believable that the First wanted Buffy to activate the potentials, thus creating an unbalanced world. Possibly giving the First the ability to become corporeal soon!

I'm still going with my theory that Buffy holds the line now because she was re-inserted into it after Bargaining.
It is highly possible that since Buffy's body and spirit were so used to being the Slayer or that even the event in "The Gift" reactivated her. Thus giving her the power to call another Slayer.
Then you have the flat lining in "Villains" which could be the disruption that caused it all.
We do not know this.
All we know is that we have key characters and the oldest evil of all time (Who is probably not an idiot as Picca believes it to be. Since ya know, it sensed the disruption and has informants and resources up the butt.) saying that Buffy would call another slayer.
And if you can not believe the script, then I guess you don't believe anything that has ever happened in the Buffyverse.
This is because the script is the only reliable source we have to go on and in the rules of debate, we would come out on top.
