But Spike merely showed a few months of remorse when he got his soul, Angel manages to show constant remorse, but still do good. Spike has showed that he really doesn't care about the people he has killed up until Damage:

The first part I highlighted shows that Spike can't deal with this pain, he is too weak to control it. Angel on the other hand can control it, and do good at the same time.

I don't recall him saying Spike should be the one to become human, but his opinion(Him being a writer on the show) was that Spike was a better man. Heck, he was writing for the characters, he must have a better eye for the situation.
