Though Marti didn't give any explaination to the events in Bargaining or Villains, it did shed some light on certain things.
When Buffy died in the Gift, Faith was still alive, thus no new Slayer. But reasoning shows that if Faith died and Buffy lived, there would be no new Slayer. The exact same thing if Buffy died (again) and Faith was alive. No new Slayer.
I guess its the line's way of trying to get back to normal. But after Chosen all that is effed up.
So now we know that Buffy still does hold power over the line. Because if Faith were to die, Buffy being the only living Slayer (because the scythe activated ones do not count), she would decide when the next true Chosen one is.
Then you have the whole bit about her being re-inserted but we atleast know she does hold power over the line now!

It wasn't explained, but the rules according to Joss are that even though Buffy died twice her replacement had already been called and was still alive, so there wouldn't be a second replacement for Buffy. Does that make sense? If Kendra was Buffy's replacement, then Faith replaced Kendra. There was still a living Slayer when Buffy died the second time, so another Slayer didn't get called.
