They didn't decide to unleash Jasmine. Skip in essence wanted to mind-rape the entire world. I'm not saying that Skip thought that he was working for evil or that this was a bad thing to do just that it is in my moral scale.
Ok, Wesley is not principled, but he knows (S4) his own evil until Angel takes his memories from him. Wesley is a man with flaws who decides to work for good. He is not on the same caliber with Skip although their reasoning might be similar. W&H thought that Jasmine was good after all, or at least they claimed to in order to recruit Angel and his group. Gunn has made bad decisions, but as far as I remember he never sacrificed a good inocent person for his ideals. I would never call him evil.
As for Angel he comes closest to Skip in behavior. After all he stole the memories of those people who were closest to him. However, Angel never tried to harm everyone on Earth. If he went a little crazy though, he is definitely capable of Skip-like, Connor-like logic and could think that something that others consider bad might be good if it stops suffering in exchange for a little free will.
