Anya - yes, I know she's on the list but her body count was astronomical - many times that of the entire FF combined. She didn't chose to stop being a vengeance demon - her power source was destroyed. She didn't regret what she had done - in fact she enjoyed remembering and talking about her most creative tortures.
And she did all of this with a soul.
Does having a soul, for either him or Angel, make up for all the lives they took when soulless? Is that something you ever could atone for? Does remorse make up for centuries of death? They are still demons after all, demons with souls, but demons nonetheless. I'm not sure. Best they better stay alive.

Yeah, I'm kind of not sure, haha. I was thinking of when Buffy killed Angel and he got sucked into Acathla... maybe the hell dimension he was in was due to Acathala and not Angel's own deeds... but technically he died and went to hell, soul and all.
