You could still have a Dawn, as the Key could still have been sent to the Slayer to look after. But I'm guessing that there isn't a Dawn.No Buffy presumably means no Dawn.

"Underserved" is not really a word I'd apply to Spike...I don't believe Amber when she says that she only wanted this set of characters because she wanted to focus on characters that were underserved or such.
It doesn't sound like they're ignoring Angel, it's just that the events of that show are really only relevant to Spike in this series.Reading that it seems like it’s going to be very much the wish fulfilment Mary Sue versions of their characters to be honest
Also I couldn’t tell if that meant they were ignoring AtS? I totally get ignoring the comics but ignoring AtS doesn’t seem right
