Spike. The way the question is phrased, the answer becomes very easy. Spike is such an interesting exploration of the appeal of vampires - this infantile desire to live forever, indulge in our vices, to love without restraint and generally do what we wanna do, when we wanna do it. Angel is more of a well rounded and multi-faceted character. On AtS, his vampy-ness often fades into the background. If you asked a Buffyverse-virgin to identify the vampire in the Fang Gang, it wouldn't be as easy as picking Spike out from the Scoobies.
Still, the answer would anyway be Spike. People often point out how the Buffy-Bot is a commentary on how many fans objectify Buffy and SMG by extension. I would argue that the Buffy-Bot is just as much about how many of us fans see Spike, because the way Spike wants to be seen is exactly the way many of us fans see him.

Angel but for me it's more a question of who I identify myself more. I relate to him, his personality, so I choose him. I love Spike but I don't relate to him, he is different from me and that's why sometimes I can't connect with him and his development.

Defenitely Spike!!! I love him! He is my favourite male character, or at least one of them. (Also love others, but maybe Spike really is my favourite male character in the whole Buffyverse, I'm not sure.)
I love him as a villain in season 2 he's so great! And badass! I love him and Dru they're a gorgeouse couple!
And 'Lovers Walk' in season 3 is hilariouse 😂😛. And his quote is sooo cool! Because he may be love's bitch, but at least he's man enough to admit it!!! In season 4 when he gets his chip, there are so many awesome Spike scenes! "A bear! You made a bear! Undo it! Undo it!" (He said while he was tied to a chair and arrows were stuck in him.) lol so funny! 😂 And so many more great scenes! Why is Spike so damn funny???
In season 5 when Spike realizes that he loves Buffy I love it!!! I loved them in Something Blue and that he now really has feelings for her was... Wonderful!!! I love Fool for Love because it has so many flashbacks with Spike! And I love his love for Buffy. "I know you'll never love me. I know that I'm a monster, but you treat me like a man. And that's..." ❤❤ My Spuffy heart! Season 6: Spuffy isn't really healthy in this season, but I still love it. I just love Spuffy forever! And Spike has still so awesome scenes in this season. Although Spuffy isn't completely healthy this season, there are some great Spuffy scenes! OMWF James' singing voice!!!! And in After life for example "Every night I saved you." Sometimes I think I have to apologize for my love for Spuffy, because of this season. (let's call it the "smashed" stuff. I hope you get what I mean.) Although I love them in this season, it's not my favourite Spuffy season. Season 7 is my favourite Spuffy season (I think) of the TV Show.
Spikes character developments is so awesome! He gets a soul, for Buffy! And OMG the church scene and his speech in touched!!!! And his sacrifice! In season 5 of Angel he is awesome too! I love his relationship and interactions with Angel! 😀
And there is still more I love about Spike!!! So to make this short: Spike is awesome! Always! From his first appereance in season 2 of Buffy until his last in season 5 of Angel! I love Spike 🙂.
